The City Manager operates as the Chief Executive Officer of the City, and is responsible to the City Council for the administration of municipal functions.

City Manager Dan McKeenCity Council unanimously selected Dan McKeen as the next City Manager on July 10, 2012. McKeen had been serving as Interim City Manager since May 2012.  He previously served as the Chief of the Port Angeles Fire Department

With direction and policy guidance from the City Council, the City Manager directs the various work programs of the City Departments to meet the needs, services and priorities of the community.

Major responsibilities of the City Manager involve budget preparation and submittal to the City Council, supervision and support of department managers, review and analysis of operational issues impacting services, and management coordination of a team approach toward resolving community problems and community with the public.


City of Port Angeles - 2013 WORK PLAN
Work Plan CoverPosted January 31, 2013 - City Staff has prepared a 2013 Work Plan providing a brief synopsis of some of the larger, long-term projects currently being worked on by various City departments. The Work Plan is not a complete list of all City-wide projects and does not reflect required regular ongoing projects necessary to provide daily delivery of municipal services.

What becomes evident when reviewing the Work Plan is how most projects require actions and cooperation between multiple City departments. The timeline provides a graphic representation of the approximate length of time required for completion. The timeline outlines activity in 2013, however many of the projects extend well into 2014 and beyond.

The Work Plan is intended first as a communications tool between City Council and Staff. By referring to the Work Plan, Council can gain a better understanding of the projects, including objectives, rationale, and additional work load on staff.

In addition, the Work Plan provides a direct link to the goals developed in the Spring of 2011 by the City Council. The City Council may also use the Work Plan as a communications tool with the community.

2013 FINAL BUDGET - AVAILABLE ONLINE
The 2013 FINAL Budget is now available. The Budget is an economic plan that focuses the entity's financial and human resources on the accomplishment of specific goals and objectives established by the policy makers.

The Budget establishes the annual expenditure levels for all departments and funds. These expenditure levels are called appropriations, and they represent spending limits. The budget is also available for review at the City Clerk's Office or the Finance Department in City Hall........Click

The Port Angeles City Council holds their regular meetings on the first and third Tuesdays of each month at 6:00 p.m. in the City Council Chambers of City Hall. Public Hearings are scheduled to commence at 6:30 p.m., or soon thereafter.

CITY-COUNTY LOCAL GOVERNMENT COOPERATAIVE SERVICES STUDY GROUP
City LogoIn December of 2010, the Clallam County Commissioners and the City of Port Angeles City Council agreed to establish a Local Government Cooperative Services Study Group that was assigned the task of exploring ways that the City and County could cooperate in the provision of certain governmental services.

This Group was made up of one County Commissioner and the County Administrator representing Clallam County and the Mayor and City Manager representing the City of Port Angeles.

County LogoThe Study Group was charged with looking for areas within both the County and City operations that might be more efficient and cost effective if performed in a cooperative manner. Both Clallam County and the City of Port Angeles are experiencing budgetary challenges and it is our position that additional cooperative approaches will provide both short-term and long-term cost savings for local taxpayers.

In completing this report and recommendation the members of the Study Group hope that this is merely the start rather than the completion of the process of assessing areas of cooperation between the County and the City. There are likely a number of other areas that will be feasible to consider in the future and we request that a clear message be sent to all of our staff that cooperation with each other is a requirement not just something that we want to passively consider.

In these tough economic times we have to look for ways to support each other while keeping in mind that we are both responsible to the taxpayers for getting the best possible return on their investment in their local governments.
