PAYROLL SPECIALIST
Job Summary : Under general supervision, performs technical professional and sub-professional work in administration of the City's centralized payroll system. The specialist verifies and enters all payroll information, processes paychecks, submits retirement, deferred compensation and other on-line payments, and maintains payroll records. Other work assignments include the preparation of periodic reports and reconciliation of accounts and other payroll related activities and may also include accounting technician responsibilities including AP, GL, and AR.

Salary & Benefits : $3,786 - $4,526 per month or $45,438 - $54,309 annually

Excellent benefits include medical, dental and vision coverage for employee and dependents, life insurance, long-term disability insurance, vacation accrual, PERS retirement and up to 3% deferred compensation matching. Employee shares 10% of the medical premium. This position is a non-represented position.

QUALIFICATIONS

Education:

•  Associate's degree in accounting business or related field is desirable

Experience:

•  A minimum of two (2) years of work experience in processing payroll using a complex computerized payroll system is required.

•  Thorough knowledge and proficiency with a complex computerized payroll systems as well as Microsoft products, other customized or menu-driven programs, and internet payment and reporting systems.

A combination of experience and training that provides the requisite skills will be considered.

COMMUNICATIONS OFFICER (911 Dispatcher) / TWO VACANCIES
Job Summary: The City of Port Angeles is recruiting to establish a continuous Civil Service eligible list for Communications Officer--911 Dispatcher in the Police Department. Candidates who successfully complete all portions of the exam will be rank-ordered on an eligibility list that is valid for one year.

The top five candidates on the list will be certified to the Department for the final screening and hiring process when a vacancy occurs. The complete testing and hiring process can take up to 3-4 months. Currently we are looking to fill two vacancies.

Dispatchers answer 9-1-1 and other emergency telephone systems in a multi-jurisdictional dispatch center, and perform radio dispatch of operational and emergency police, fire and medical calls for assistance, which involve performing a wide variety of computer transactions and records functions. Note: Requires shift work on a 24-hour, 7 day a week basis with variable days off and 3 month rotating shifts, as well as a 30-minute response time for emergency situations.

Salary & Benefits: $ 3,227- $4,116/month plus excellent benefits.

Experience and Training Requirements:

~ Two years of experience working with the public in a high-volume, customer-service environment where you provided detailed information and assisted with solving problems such as working in the public sector, social services or military experience. ( 911 dispatch experience is not required .)

~ Proficient and accurate keyboard skills of 45 wpm is preferred.

~ Basic familiarity with personal computer and Windows based applications.

~ Successful applicants must pass background investigation, polygraph and psychological exams, as well as pre-employment drug screen prior to hire.

Other necessary requirements :

~ Work requires a normal range of hearing, speaking ability and vision, including the ability to distinguish between colors.

~ Employee must be able to report to the Police Dept Communications Center within a 30-minute response time.

Those who successfully pass these steps will be scheduled for an interview.

     

Examination process : 1) Minimum requirements screening including keyboarding score of 45 wpm, 2) Skill-based computer test (CritiCall) weighted 40%, 3) Panel interview weighted 60%; 4) Finalists must pass background investigation polygraph, psychological and 5) Pre-employment drug screen.

PERMIT TECHNICIAN
Job Summary : Under general direction of the Planning Manager, the Permit Technician staffs the one-stop permit center. The technician provides essential front line customer service for the department and begins the one stop permitting process by accepting, coordinating, reviewing, processing and monitoring applications for building permits, site development, and other land development projects, and assists planning staff by responding to general land use development inquiries.

Salary & Benefits : $3,347 - $3,996 per month or $40,161 - $47,954 annually.

Excellent benefits include medical, dental and vision coverage for employee and dependents, life insurance, long-term disability insurance, vacation accrual, and PERS retirement. Employee shares 10% of the medical premium. This position is included in the AFSCME Local #1619 Union.

Qualifications:

Education :
•  Requires some technical or vocational coursework related to building construction, engineering and codes or regulations for fire, plumbing and mechanical systems.

Experience :
•  Three years of customer service experience providing detailed information and interpreting complex documents, development of codes, etc.

•  Three years of technical experience in the building trades reviewing building construction plans, processing permits and/or conducting inspections.

•  Experience in a municipal setting is desirable.

•  Good keyboard skills and strong knowledge of a variety of Windows based software applications including Word, Excel and Powerpoint.

LATERAL POLICE OFFICER
The Port Angeles Police Department is a progressive, State-accredited, community policing oriented, professional agency currently consisting of 33 commissioned employees, and a civilian contingent of 27 who are primarily responsible for police records and the PENCOM 911 Communications Center.

The Department has an assigned school resource officer in addition to other staffing including a downtown officer, Drug Task Force officer, two K-9 officers and a detective division. All officers and detectives are assigned a police vehicle. Home storage of police vehicles is authorized for officers living within a prescribed distance and response time. The Department anticipates filling one vacancy.

Salary : $4,726 - $5,628 per month, or $56,712 - $67,533 annually, plus education pay. Depending on training and length of experience, lateral police officers may start above the first step of the salary range.

Benefits : Commissioned officers are represented by Teamsters Local #589 and contractual benefits include a competitive salary, paid vacation, sick leave and holidays; overtime pay, quartermaster uniform system, standby pay, education incentive pay, longevity pay, and 3.1% deferred compensation.

Requirements :

•  Must be a minimum of 21-years of age at time of hire and a United States citizen.
•  Associates degree or the equivalent 90-quarter credits is required.
•  Bachelor's degree with coursework in criminal justice and public service experience is preferred.
•  Must have graduated from a municipal or regional Basic Law Enforcement Training Academy or equivalent, as accepted by the Washington State Criminal Justice Training Commission.
•  Out of state applicants must successfully complete the Washington State Academy two-week equivalency course within the first 12 months of employment.
•  Other necessary skills: excellent communication skills and good physical experience.
•  Must pass a background investigation, polygraph and psychological examination, and pre-employment physical examination prior to hire.
•  Must have a good driving record and valid Washington State driver's license at the time.
•  Must have no felony criminal convictions or any other conviction that would disqualify a successful applicant. See special employment requirements on the back.
•  Must be willing to work any shift assigned, weekends and holidays in a 24-hour, 7-day a week operation.
