NEW!!! ONLINE CRIME REPORTING SERVICE
May 17, 2012 - The Port Angeles Police Department is proud to announce a new, and free, online crime reporting option for the public. This web-based system allows citizens to file reports on certain types of crimes (minor theft, burglary with no forced entry, vehicle burglary, lost property, vandalism, etc.) over the internet at their convenience. The service is expected to be very popular among citizens expecting police services to be provided immediately and conveniently online.

Port Angeles Police Department logoCitizens can file an online report at a time that is best for them without having to wait for an officer to respond, or call back, and also print a copy for their records. Police personnel will review each report. Once the report is approved, the citizen will receive an email with a copy of the report attached. The report will be transferred into the Port Angeles Police Departments records management system and receive the same investigation and statistical analysis ability as if the report had been filed by a police officer.

This web-based reporting option will allow officers more time to address community needs while keeping pace with the public expectancy to complete services via the internet. The Port Angeles Police Department online crime reporting service is available via www.cityofpa.us/policeCrimeReporting.htm

In developing the online reporting protocol, the Port Angeles Police Department looked at what other agencies in Washington were doing in the areas of online reporting and which best practices could be adopted. An interdisciplinary team within the Police Department began work on the online reporting project in earnest during 2011 and was able to work through the various technical and business practice areas needed to bring online reporting forward in a manner that would provide strong value to the community. During the development process it was noted by Department staff that there were an increasing number of citizens requesting online reporting. The Port Angeles Police Department will be using the “Desk Officer Online Reporting System” from San Ramon, California based software company Coplogic, Inc ( www.Coplogic.com ).

“Our Department is intent on using technology to improve our efficiency and our ability to serve our community. Coplogic and online reporting will contribute to this effort while, I expect, enjoying the same success here that it has in many other communities,” said Chief of Police Terry Gallagher.



ARREST WARRANT ISSUED - LENA Y. GIULIETTI
Posted May 18, 2012 - Lena Y. Giulietti, was charged with two counts of Delivery of Heroin within 1000 feet of a School Bus Stop, in Clallam County Superior Court. The charges are the results of an OPNET investigation that occurred in August of 2011.

Giulietti was scheduled to appear in Clallam County Superior Court at 9:00 AM on May 18, 2012. However, she failed to appear and a $10,000.00 bench warrant has been issued for the arrest of Giulietti. Anyone with current information regarding Giulietti's whereabouts is encouraged to call police dispatch at 360-452-4545 and promptly provide law enforcement with details.

SENTENCING IN OPNET DRUG CASES  
Posted May 18, 2012 - Darren J. Samples, age 44 of Port Angeles was sentenced on May 14, 2012, to serve 55 months in state prison after he pled guilty to Delivery of a Methamphetamine. Samples accepted the plea offer in exchange for the dismissal of four other felony charges. The other charges included two counts of Delivery of Methamphetamine, Possession of Methamphetamine, and Possession of Marijuana. The investigation of this case began in the summer of 2011, and Olympic Peninsula Narcotics Enforcement Team (OPNET) purchased methamphetamine from Samples on multiple occasions.  

Port Angeles Police Department logoTodd J. Dodge, age 40, formerly of Port Angeles, was sentenced on May 3, 2012, to serve 45 months after he pled guilty to Delivery of  Heroin. Dodge was selected by OPNET in part because of his extensive criminal history that included at least 19 previous convictions. The investigation of this case occurred in 2011 when OPNET purchased heroin from Dodge.  

Ashleigh L. McLennan, also known as Ashleigh Dodge, age 27, formerly of Port Angeles, was sentenced on May 9, 2012, to serve 20 months in state prison followed by 20 months of probation after she pled guilty to two counts of Delivery of Heroin. During the investigation of this case in 2011, OPNET purchased heroin from McLennan.

Ron C. Critchfield, age 40, of Port Angeles was sentenced on April 26, 2012, to serve 24 months probation on after he pled guilty to two counts of Delivery of  Heroin. During the investigation of this case in 2011, OPNET purchased heroin from Critchfield.

“Even as these cases have made their way through our justice system, OPNET has continued to aggressively investigate several more related and unrelated controlled substance delivery cases. Many more arrests are anticipated,” OPNET Detective Sergeant Jason X. Viada.

DUI SUSPECT DRIVES CAR INTO GRANDVIEW GROCERY
On May 15, 2012, at approximately 7:15 PM a vehicle driven by Brice Mbili-Ambamba went over the cement parking barrier in front of Grandview Grocery and drove into the front of the building.  The building sustained extensive damage to the east wall right behind the checkout and coffee bar area.  The inside of the store was strewn with debris from the wall as well as food and merchandise that had been knocked to the floor.  Mbili-Ambamba and his female passenger were not injured.  Mbili-Ambamba, age 25 of Port Angeles, is a native of Cameroon.

Port Angeles Police Department logoStore clerk, Shana Menlove, age 22, was behind the counter at the time of the incident with another employee Jordan Cromer, age 26.  Menlove was trapped with her ankle pinned in the debris between the car, the broken wall and the counter area.  Kiersten Radden-Wold and another  unidentified female stated they climbed over the counter and began pulling debris away from Menlove to free her foot.  The two then sat Menlove down, elevated her injured ankle and placed an ice pack on it before Medics arrival.  Menlove suffered a painful injury to her ankle and foot and planned to go to the emergency room via a private vehicle.  While the two were assisting Menlove, Cromer ran outside to check on the occupants of the vehicle. 

After  investigation by Port Angeles Police, Mbili-Ambamba was arrested for DUI, Vehicular Assault, Making False Statements to a Law Enforcement Officer and Driving without a Valid Operator's License with No Identification.

COUNTERFEIT MONEY SUSPECTS ARRESTED
Posted May 1, 2012 - Beginning April 22, 2012, Port Angeles Police Officers received and began investigating numerous complaints of subjects attempting to pass counterfeit ten and twenty dollar bills. Officers made contact with various merchants, recovered counterfeit ten and twenty dollar bills, and reviewed various video camera images of suspects. Through interviews and follow up officers identified two individuals, Alice K. Elliot, age 53 from Port Angeles, and Julian Z. Huxtable, age 19 from Port Angeles, and determined they had probable cause to arrest both individuals for felony charges related to RCW 9A.60.020 “Forgery”.

Port Angeles Police Department logoOn April 25, 2012, Officer Andrew Heuett was assisting another officer on an unrelated call on the 900 block of West 10 th Street and recognized Huxtable. Huxtable was placed under arrest and later booked into the Clallam County Jail. On April 27, 2012, officers located Elliot on the 1200 block of Craig Avenue. She was placed under arrest and later booked onto the Clallam County Jail.

Through the investigation, officers have conducted interviews of victims, witnesses, and potential suspects, and have obtained and served several search warrants. The United States Secret Service (USSS) was also contacted and an agent was assigned to work the cases jointly with the Port Angeles Police Department. To date investigators have recovered a quantity of counterfeit ten dollar bills, a quantity of counterfeit 20 dollar bills, and uncovered evidence of at least four events between April 22 and April 26, 2012, where subjects attempted to, or successfully passed, counterfeit ten or twenty dollar U.S. currency.

Investigators are asking merchants to be on the lookout for ten dollar bills with serial #1F26853963B and twenty dollar bills with serial number 1L69774786C. Officers, PAPD Detectives, and USSS Special Agents are working to locate additional suspects involved in the production and distribution of counterfeit U.S. currency.

FACEBOOK FUGITIVE  - TRAVIS A. NICOLAYSEN ARRESTED

Travis A. NicolaysenOn April 16, 2012, at approximately 2:00 PM, Port Angeles Police Officers responded to a residence on the 500 block of East 12 th Street in Port Angeles.   Officers had received information that Travis A. Nicolaysen was “hiding” in the residence.  

With the assistance of the Clallam County Sheriff's Department, the Washington State Department of Corrections, and members of the US Marshal's Fugitive Task Force, officers and investigators established containment.  A Port Angeles Police Dept. K-9 unit was also called to the scene.  

Investigators were able to gain consent to enter the residence and Nicolaysen was taken into custody without incident.   He was transported to the Clallam County Jail and booked on his outstanding felony warrants.   Additional felony charges are pending.

Posted April 5, 2012 - Foot Pursuit - On 4-4-2012 at approximately 1435 hours, Port Angeles Police acted on a tip that Nicolaysen was walking in the area of Civic Field.  Officers responded to the area but were unable to locate him.  Shortly after that PAPD received a 911 call stating Nicolaysen was seen at Rhino Gas in the 1200 Block of E First Street.  Officers arrived in the area and Officer John Nutter was in a short foot pursuit with Nicolaysen before losing sight of him.  Port Angeles PD, Clallam County Sheriff's Department and Washington State Patrol officers formed a perimeter around the area. 

At one point, Nicolaysen popped up again and began to run northbound in the area of Olympic Medical Center, resulting in another short foot pursuit before officers again lost sight of him.  K-9 Jag and Corporal Miller were called in to assist with the search at approximately 1510 hours. 

The K-9 search was concluded at 1643 hours without locating Nicolaysen though K-9 Jag did locate the blue bandana that Nicolaysen had been wearing. Today he was wearing a brown jacket, sun glasses, blue jeans, a backpack and a blue bandana.

Description - Travis A. Nicolaysen is 5'7” and approximately 150 lbs.  He has long wavy brown hair frequently worn in a braid or ponytail. Nicolaysen tends to wear a mustache with short, full beard or goatee.  Nicolaysen has a small tear drop tattoo under the outer corner of his left eye. He also has a tattoo on the left side of his neck, both forearms and both calves.  This is an old photo and was taken prior to August 2009.

MISSING PERSON FOUND
Luella Hanson

Posted March 30, 2012 - Luella Hanson has been located.  She was contacted at the Colman Ferry Dock in Seattle by a Washington Patrol Sergeant. She will be returning to Port Angeles. 

BACKGROUND.....

The Port Angeles Police Department is attempting to locate an overdue motorist. Luella Hanson left Port Angeles on March 26, 2012, at around 2:00 p.m. She was enroute to Cle Elum in Kittitas County. Her family became alarmed when she did not arrive there.  Mrs. Hanson has not been seen or heard from since leaving Port Angeles.

Mrs. Hanson is driving a Gold colored Ford Taurus bearing Washington license plate 097 WHK.

Mrs. Hanson is 80 years old, stands five feet one inches tall, weighs about one hundred and fifty five pounds, has blue eyes and has gray hair.  Mrs. Hanson also suffers from dementia. Her family is very concerned and would like the public's assistance in locating Mrs. Hanson.

DUI Vehicle Accident / Attempt to Locate Witness
Port Angeles Police Department logoOn 3-20-2012 at approximately 2:50PM a brown Ford pickup truck was involved in a single vehicle accident on the Tumwater Truck Route just south of the 8 th Street Bridge.  The vehicle left the road and traveled approximately 100 yards along the shoulder and through the ditch before coming to rest.  The Port Angeles Police Department was notified and officers responded.   

Based on their on-scene investigation the driver of the truck was subsequently arrested for driving under the influence of alcohol (DUI).   He was transported to the Olympic Medical Center and later transported to and booked into the Clallam County Jail.  He was arraigned in front of a judge this morning, charged with DUI, and was released on $1000.00 bail.

An unidentified “Good Samaritan” and potential witness was reportedly the first person on the scene.  This witness was believed to have been in a white passenger car, possibly a Toyota or Mazda.  There was a female in the car with him and this witness was reportedly in a hurry to get to work before 3PM. 

Prior to the Police Department arrival an on duty U.S. Border Patrol Agent had stopped at the scene and offered assistance.   The DUI driver had reportedly moved themselves into the witness's car and tried to climb into the backseat.  The witness asked the Agent for help in getting DUI driver out of his back seat and out of the vehicle.    The witness subsequently left the scene before the Agent or Police Officers could identify him.

FELON IN POSSESSION OF A FIREARM
SUBJECT SENTENCED TO 3 YEARS IN FEDERAL PRISON AFTER JOINT INVESTIGATION

On March 19, 2012, Leo Claude Blanton, of Port Angeles, was sentenced in the United States District Court for the Western District of Washington to serve three years in federal custody followed by three years of supervised release for his conviction of violations of Title 18 of the United States Code, Section 922 (g) (1) and 924 (a) (2), “Felon In Possession of a Firearm”.

Port Angeles Police Department logoThe case began on August 21, 2011, when Port Angeles Police Officers were called to a domestic disturbance in front of a residence on the 1000 block of Craig Avenue in Port Angeles.  Officers arrive to find a female in front of the residence armed with a handgun and a male armed with a baseball bat. Officers detained both subjects and through their investigation determined that one of the involved parties, Leo Claude Blanton, had been in possession of a loaded handgun and was a convicted felon.  Officers subsequently obtained a search warrant for an associated vehicle. During the service of the search warrant, six firearms (several loaded), dozens of syringes, drug paraphernalia, and body armor were recovered,

Blanton was arrested, booked into the Clallam County Jail, and state felony charges were filed by the County Prosecutor.  Because of the nature of the case, PAPD Detectives requested assistance from the Bureau of Alcohol, Tobacco, and Firearms (BATF).   Working jointly with the Port Angeles Police Department a BATF Special Agent subsequently presented the case to the United States Attorney and it was accepted for federal prosecution. 

Blanton was later indicted by a Federal Grand Jury in Seattle.   After his sentencing on March 19, 2012, he was remanded to the custody of the United States Marshal.

Vehicular Assault Subject Sentenced to 10 Years in Prison
Port Angeles Police Department logoOn March 15 , 2012, Michael J. Moyle of Port Angeles was sentenced in Clallam County Superior Court to 10 years in state prison.  He was found guilty in a jury trial on January 26, 2012, on four counts of vehicular assault, two counts of second degree assault of a child, second degree assault and intentional infliction of bodily harm and hit-and-run.

The case began on April 13, 2011, when a vehicle driven by a Stuart Baker of Port Angeles left the Albertson's parking lot and was pursued by a black Mustang driven by Michael J. Moyle.  Stuart Baker's mother was in the vehicle with him as well as a one-year-old female and a four-year-old male.

Moyle drove into the back of Baker's vehicle at a high rate of speed.  The collision occurred on Laurel Street at Viewcrest.  The force of the impact drove Baker's vehicle approximately 150 feet into a telephone pole which hit broadside on the rear driver's side where the four year old male was sitting.  The four year old sustained serious injuries and was airlifted to a Seattle hospital.  The two adults also sustained injuries and were transported to Olympic Medical Center. 

The Mustang attempted to flee but stopped approximately one block away at Ahlver's Road (when it was unable to continue).  The Mustang was disabled to the force of the collision.  Michael J. Moyle fled the scene in a light blue Toyota pickup driven by a second subject.  Both Moyle and the second individual were positively identified by a Port Angeles Police Officer as they left the scene in the subject's pickup.  It was not known at that time that Moyle was the suspect in the collision.

The collision appeared at the time to be an intentional assault by Michael Moyle against Stuart Baker, his mother and two small children riding in Stuart's vehicle.  The second individual drove Moyle away from the scene thereby rendering criminal assistance.

Port Angeles Police Department had probable cause for the arrest of Michael Joseph Moyle for Felony hit and run, four counts with Assault with a deadly weapon.  There was probable cause for the arrest of the second individual for Rendering Criminal Assistance.    After a multi-day and widely publicized manhunt both subjects were arrested.

ARREST WARRANT ISSUED IN HEROIN DELIVERY CASE
Ashleigh L. McLennan, also known as Ashleigh Dodge, age 26, currently an inmate at the Lewis County Jail, was charged with Two Counts of Delivery of a Controlled Substance in Clallam County Superior Court on Wednesday March 14, 2012. A $50.000.00 warrant was issued for the arrest of McLennan. It is anticipated that McLennan will be transferred from the Lewis County Jail to the Clallam County Jail upon conclusion of her unrelated matters in Lewis County.

Port Angeles Police Department logoThe arrest warrant is a result of probable cause developed by OPNET during an investigation in the summer and fall of 2011. OPNET purchased heroin in both July and October of 2011 in Port Angeles. The July purchase was directly from McLennan and occurred within 1000 feet of a Designated School Bus Stop. Todd Dodge is also charged with the October purchase, and McLennan is now charged as an accomplice in that incident, which also occurred within 1000 feet of a Designated School Bus Stop.

"OPNET is continuing the process of investigating the rise in heroin cases that hit our communities in 2011. Several more arrests are anticipated,” OPNET Detective Sergeant Jason Viada.

SERIAL BURGLARY SUSPECT ARRESTED- UPDATE
On March 13, 2012, at approximately 11:40 a.m., Port Angeles Police Department Officer John Nutter was flagged down by a dry cleaning business owner near the 500 block of East First Street. He reported that he had been “robbed”. Additional officers responded and it was determined that a male subject had reportedly entered the dry cleaning business and after approximately 10 minutes left abruptly. The business owner immediately noticed that cash and checks were missing from the cash register. He spotted the subject running across First Street.

The suspect then reportedly fled toward Jesse Webster Park. Officers, with the assistance of the Clallam County Sheriff's Department, the Lower Elwha Tribal Police, the US Border Patrol, and the Washington State Patrol set up a perimeter around the park. PAPD K-9 Officer Brusseau and K-9 Kilo were deployed but not successful in locating the suspect or his area of travel. A photo and description was broadcast to officers and circulated locally.

At approximately 1:00 p.m. the Police Department received a call that a suspect matching the description had been seen running from the park and toward 2 nd Street. Officers responded and subsequently arrested Nicholas Mallonee, 22 years old and reportedly homeless. He was booked into the Clallam County Jail on three felony counts of Burglary and three counts of Theft in the 3 rd Degree. Officer Brusseau was then able to perform a “track” into the park and subsequently retraced the suspect's line of travel. They located the stolen checks and the clothing that matched the description given by witnesses.

Over the past four months, at least five daytime business burglaries have been reported in Port Angeles in which the male suspect entered the business, distracted the clerk, opened the till and / or grabbed cash and fled. The suspect (Nicholas Mallonee) is a white male, 5'10 tall, often has a goatee, and has a prominent birthmark / mole on his left cheek. Based on the investigation to date, Officers have attributed the following cases to the subject:

  • 11/15/11 – PAPD Case 2011-20296 – business on the 100 block of East First Street – A suspect described as a white male, 25-28 years old, approximately 5'08 tall, and having a goatee and a significant mole on his face demanded the clerk go get the owner from the basement. Once the clerk left $120 in cash was stolen from the cash register
  • 01/10/12 – PAPD Case 2012-00591 – business on the 1600 block of East Front Street– Male suspect asked the clerk to go get him a drink. When she left to do so he reached over the counter and grabbed the cash box containing $240 before fleeing. The witness described the suspect as a white male, 20-30 years old, approximately 6'00 tall with “facial sores.”
  • 02/19/12 – PAPD Case 2012-02932 – business on the 100 block of North Laurel Street – Male suspect stole $100 cash from the cash register while the clerk was in the bathroom. She described him as a white male in his mid-20's with a large mole on his face
  • 03/10/12 – PAPD Case 2012-04167 – business at 1100 block East Front St – Male suspect told the clerk there was pet food in the back room he was picking up. When the clerk left to look for it the suspect took approximately $750 cash from 2 cash registers. Video footage of the theft was obtained. In that footage the suspect was wearing brown “Carhardt” type pants and a black jacket with unique markings on it.
  • 03/13/12 – PAPD Case 2012-04316 – business at the 400 block East First St – Male suspect watched the clerk until his back was turned then opened the cash register and took $40 in cash, checks, and credit card receipts.
  • Based on the matching physical descriptions, corroborating evidence, and statements obtained Officers believed there was probable cause to charge Mallone with 5 counts of Burglary 2 nd and Theft 3 rd (i.e., willfully entering each of the stores above with the intent to steal from them and committing theft at each of the locations).

Officers are currently investigating a sixth case which may or may not be connected the above thefts/burglaries. The Sequim Police Department has also four reported cases with a similar MO. Their officers have been working with the Port Angeles Police Department and are working to determine which if any cases are connected to the suspect.

PORT ANGELES HEROIN DEALER ARRESTED IN CENTRALIA
Port Angeles Police Department logoTodd J. Dodge, age 40, formerly of Port Angeles, was arrested in Centralia and booked into the Lewis County Jail at about one in the morning on March 13, 2012. Dodge's arrest was the result of a warrant issued by Clallam County Superior court on the afternoon of March 12, just hours before Dodge was arrested in Centralia.

The Clallam County Prosecutor worked swiftly at the request of OPNET to obtain the warrant for the arrest of Dodge after OPNET received information about Dodge's whereabouts. Dodge was selected by OPNET in part because of his extensive criminal history that includes at least 19 convictions. Eleven of those convictions are for felonies. 

The arrest warrant was a result of an OPNET investigation that occurred in October of 2011. During the investigation, Dodge sold heroin to OPNET in Port Angeles. The Dodge investigation last fall was similar to several heroin investigations that occurred in the summer and fall of 2011. Those investigations are now in different stages. Some arrests have been made, and others will be made.

“There are people on the Olympic Peninsula that have sold illegal narcotics to OPNET, and just don't know it yet. OPNET will notify those suspects of what they have done shortly after their arrest," OPNET Detective Sergeant Jason X. Viada.

Burglary Suspect Arrested - Property Recovered
On March 10, 2012, at approximately 5:30 p.m. Officer Josh Powless responded to a report of a burglary at a residence on the 600 block of East 8 th Street. Officers determined a padlock on a residential garage had been cut off and the garage entered. A Suzuki DRZ10 motorcycle was reported stolen from the garage.

Later in the evening, area residents called the Port Angeles Police Department to report a suspicious male near the residence taking additional items of property. Officers responded. The motorcycle that had been reported as stolen earlier was recovered at the scene. They were also able to obtain a first name and description of a male suspect.

On March 11, 2012, area residents again called PAPD and reported the same male had returned, but this time in a truck. Officer Powless located the truck on the 100 block of East 6 th Street and made contact with a male who matched the description (and the first name) of the suspect who reportedly left the stolen motorcycle at the burglary scene. Officers took the male into custody. They subsequently obtained a search warrant for additional stolen property reportedly inside a residence on the 100 block of E. 6th Street. During the service of the search warrant, officers also located a quantity of marijuana.

Officers subsequently obtained three addendums to the search warrant. Officers located methamphetamine, a substantial amount of marijuana, drug paraphernalia, two handguns, burglary tools, and a badge from a law enforcement agency. They also located a large number of electronic items and additional property that might be stolen. Officers and Detectives are working now to determine which of the items recovered may have been reported as stolen.

Pedro Alexander Jaramillo, age 23 from Port Angeles, was booked into the Clallam County Jail on felony charges of “Possession of a Stolen Vehicle” and “Possession of Stolen Property 3rd ”. “The investigation is ongoing and still unfolding at this point. The diligent work of Officer Powless and the PAPD Patrol Officers was greatly enhanced by cooperation from members of the community”.

RODE CHARGED WITH TEN FELONIES
James G. "Chipper" Rode, age 46 of Sekiu, was charged this week with ten felonies in Clallam County Superior Court. The charges, which include five counts of Delivery of a Controlled Substance within 1000 feet of a Designated School Bus Stop, three counts of Unlawful Possession of a Firearm, Possession of Methamphetamine, and Possession of Heroin, are the results of an OPNET search and arrest at Rode's home on Friday, March 2, 2012.  

Rode's arrest was the result of probable cause developed during a cooperative investigation between several agencies in February and March. During the investigation OPNET purchased controlled substances from Rode on at least five separate occasions.

Rode was booked into jail after his arrest on March 2. However, at this time Rode is free on bail as he awaits further court proceedings.

Rode was selected by OPNET in part because of his extensive criminal history. Rode is a Level 3 (high risk to re-offend) sex offender, and Rode's criminal history includes at least 21 previous convictions.

OPNET's mission is to disrupt and dismantle drug trafficking organizations on the North Olympic Peninsula. OPNET will continue to aggressively pursue the accomplishment of this mission in an effort to reduce the general lawlessness and high danger of overdose that can accompany the use of illegal narcotics and/or the illegal use of prescription medication.

AUTOPSY OF SHOOTING SUSPECT COMPLETED
Port Angeles Police Department logoAutopsy results and evidence at the scene indicate John Francis Loring, age 44, died of a self-inflicted gunshot wound to the head. A .380 caliber pistol was recovered at the scene.

Three shell casings were recovered at the scene apparently from two rounds fired at the Washington State Patrol SWAT Team during their negotiation efforts. The third shell casing was associated with the self-inflicted gunshot wound. No one was injured by the two rounds fired at law enforcement and no rounds were fired in return by law enforcement officers.

No one else was inside the apartment at the time of Loring's death. Evidence was recovered at the scene from at least one of the recent Clallam County Sheriff's Office murder cases. This evidence will be made available to the Sheriff's Office for further processing via the Washington State Patrol Crime Lab.

CHARGES FILED IN TWO OPNET CASES
Ralph Omer Needham, age 37 of Port Angeles, was charged with three counts of Delivery of a Controlled Substance, Heroin, and three Counts of Delivery of a Controlled Substance within 1000 Feet of a Designated School Bus Stop on February 3, 2012 in Clallam County Superior Court. Needham was arrested in Port Angeles at a home in the 200 block of W. 2nd Street on February 2.

Ronald C. Critchfield, age 40 of Port Angeles, was charged with three counts of Delivery of a Controlled Substance, Heroin on February 6, 2012, in Clallam County Superior Court. Critchfield was arrested in Port Angeles at a home in the 800 block of E. Lauridsen Boulevard on February 3.

CAREER OFFICER RECOGNIZED AT RETIREMENT
KovatchOn February 7, 2012, Police Chief Terry Gallagher presented retirement law enforcement credentials and a “shadow box” to retired Port Angeles Police Department Sergeant Eric Kovatch.  

Sergeant Kovatch retired after 25 years of service with the Port Angeles Police Department and after over 30 years service in law enforcement.  During his career,  Kovatch worked a wide variety of assignments including OPNET (drug task force) Sergeant, Patrol Sergeant, Detective, and Police Officer.  

Sergeant Kovatch played a principal role as a criminal investigator in numerous high profile cases in Port Angeles over the years.  His work and dedication had a positive impact on the quality of life in our community. 

During the ceremony on February 7, 2012, he was recognized before the Port Angeles City Council.   A number of his colleagues, fellow law enforcement officers, friends, and his family were also present.  

The “shadow box” presented by Chief Gallagher  displays a collection of various badges, uniform insignias, and other items reflecting Sergeant Kovatch's distinguished service and career with the Port Angeles Police Department.

HEROIN DEALER ARRESTED

Ronald C. Critchfield, age 40, of Port Angeles was arrested on February 3, 2012, at a home in the 800 block of East Lauridsen Boulevard for three counts of Delivery of Heroin and Delivery of Heroin within 1000 feet of a School Bus Stop.  The arrest was a team effort between Olympic Peninsula Narcotics Enforcement Team (OPNET) Detectives and Port Angeles Police Department Officers. 

Critchfield's arrest was based on probable cause developed by OPNET during an investigation in August and September of 2011. OPNET purchased heroin from Critchfield on at least three separate occasions. Two of the purchases occurred near a school bus stop. Critchfield was booked into the Clallam County Jail and the Clallam County prosecutor has reviewed the case for charges.

UPDATE MISSING / ENDANGERED PERSON FOUND
Larry Ray Loucks

February 3, 2012 at 4:25 p.m. - Larry R. Loucks, age 58, was found today in response to a property owner's 9-1-1 call of a man inside their vacant residence. Detectives were only a few blocks away conducting an area search for the man when the call came into the Police Dispatch Center

Port Angeles Police detectives and officers from the patrol shift entered the residence to find Mr. Loucks. He claimed to have been staying in the detached garage of the residence for several days. He said he had not had anything to eat or drink in that time. Mr. Loucks was taken to Olympic Medical Center for evaluation of his health needs.

Larry Ray Loucks was last seen at this residence at 1221 East Caroline Street in Port Angeles, Washington on January 31, 2012 at 2:30 p.m. Officers conducted a welfare check at the residence on February 2, 2012 at 8:30 p.m. and found all of Loucks' possessions, including his wallet, cellular phone, and house keys within Loucks' bedroom.

His vehicle was also accounted for and was parked outside the residence. Loucks' prized dog, a Bassett hound, was also accounted for and found in the residence.

According to relatives, Loucks had been depressed. He had been diagnosed with mental health problems and had not seen his primary mental health provider since November 10, 2011.

Loucks was last seen wearing a blue sweatshirt and blue jeans. Loucks is in his late 50s, is 5 foot 7 inches tall, weighs 175 pounds, with brown hair and hazel eyes.

HEROIN DEALER ARRESTED IN PORT ANGELES

The arrest was a result of probable cause developed by the Olympic Peninsula Narcotics Enforcement Team (OPNET)  in an investigation during the summer of 2011. OPNET purchased heroin from Needham on at least three occasions. All of the purchases occurred near a school bus stop.

Needham was booked into the Clallam County Jail for Delivery of a Controlled Substance. Needham's case is being reviewed by the Clallam County Prosecutor for charges of Heroin Delivery and Delivery of a Controlled Substance within 1000 feet of a School Bus Stop.

"This arrest is one very small part of a much larger ongoing investigation."

HEROIN DEALER CHARGED
Cheryl A. King, age 51, of Port Angeles was charged with 4 counts of Delivery of Heroin, Delivery of a Controlled Substance within 1000 Feet of a Designated School Bus Stop, Unlawful Use of a Building for Drug Purposes, and Possession of Heroin in Clallam County Superior Court on January 13, 2012.

King was arrested at her home in the 1300 block of East 1st Street on January 12 when detectives from the Olympic Peninsula Narcotics Enforcement Team, OPNET, executed a search warrant at King's home. Another woman was also arrested during the incident. Two additional women were detained and released. Officers from the Clallam County Sheriff's Office, Port Angeles Police Department, and Sequim Police Department also assisted with the service of the search warrant.

The case began in the summer of 2011 when OPNET purchased heroin from King on at least four separate occasions. "King's case is just one example of the increase in heroin related crimes that we noticed in our community last summer."

METHAMPHETAMINE DEALER CHARGED
Darren J. Samples, age 44 of Port Angeles, was charged in Clallam County Superior Court with 3 Counts of Delivery of Methamphetamine, Delivery of a Controlled Substance within 1000 feet of a School Bus Stop, Unlawful Use of a Building for Drug Purposes, Possession of Methamphetamine, and Possession of Over 40 Grams of Marijuana, on January 6th 2012.

On January 5, 2012, was arrested during the execution of a search warrant at his apartment in Port Angeles. Detectives of the Olympic Peninsula Narcotics Enforcement Team (OPNET); along with Detectives from the Port Angeles Police Department and Sequim Police Department, and Deputies from the Clallam County Sheriff's Office executed a search warrant at an apartment in the 200 Block of North Liberty Street. Shortly after his arrest Samples was booked into the Clallam County Jail on several drug charges including Delivery of a Controlled Substance within 1000 feet of a School Zone. 

This case began during the summer of 2011. OPNET purchased methamphetamine from Samples on multiple occasions. After reviewing an affidavit, a Superior Court Judge found probable cause to authorize detectives to search Samples' home. During the search additional evidence was located and seized, including drugs, cash, and a motor vehicle.

This case is of particular concern because of the very close proximity of two school bus stops to Mr. Samples' apartment.

K-9 LOCATES ROBBERY SUSPECTS
On January 24, 2012, at approximately 5:00 PM Port Angeles Police Officers responded to a reported strong-arm robbery at a motel near Front and Washington Street.  Upon arrival officers found an injured victim who reported that two subjects secured him with duct-tape, robbed him at gunpoint and then fled southbound.  With the assistance of the Clallam County Sheriff's Dept, the US Border Patrol, the Washington State Patrol, and the Lower Elwha Tribal Police, containment was established in an area up to 5 th and Race Streets.  PAPD Corporal Kevin Miller and K-9 Jag began a “K-9 track” from the reported robbery scene.  

JagThe K-9 track led eight blocks south and to an apartment complex near 5 th and Francis Streets.   Officers secured the area around the apartment complex as they searched for the suspects.  Officers also had an excellent description of the two male suspects.  Through the help of persons at the complex they were able to determine that two persons matching the description had been seen at a particular apartment.   The occupant of the apartment eventually gave Clallam County Sheriff's Department investigators permission to enter and search for the suspects.  Both subjects were subsequently located.  

The victim positively identified both suspects. Charles L. Pitchford, Jr. (22 yrs old) and Joseph E. Elliot, Jr. (22 years old) were booked into the Clallam County on felony charges of armed robbery in the first degree.   Both listed their addresses as “homeless”.   The victim suffered lacerations to the head and reportedly refused medical treatment by EMS personnel.   Officers secured and executed a search warrant on an apartment and recovered some physical evidence.    Additional physical evidence was recovered at the crime scene and the investigation continues today.

NEW OFFICER SWORN IN
Officer Bruce A. FerniePolice Chief Terry Gallagher administered the oath of office to the Department's newest officer, Bruce A. Fernie during a brief ceremony on January 17, 2012, which included his family and other PAPD staff and officers.

Beginning in February, Officer Fernie will attend the 18 week Basic Law Enforcement Academy (BLEA), in Burien. Following the academy, he will spend approximately 12 weeks in the field training and evaluation program and will be assigned to at least three field-training officers during that period.

Officer Fernie is a 2011 graduate of the University of Washington and has a Bachelor of Arts degree in Criminal Justice. While currently a resident of Kitsap County, his family has long time ties to Clallam County with his father a graduate of Sequim High School and grandparents residing in rural Clallam County.

Detective Sergeant Viada was sworn in by Police Chief Terry Gallagher during a brief ceremony attended by his family and fellow officers on January 9, 2012.

Detective Sergeant Viada has been with the Port Angeles Police Department since 1994 and obtained his Master's Degree in Adult Education from Western Washington University in 2009.

He was also received the honor as the Port Angeles Police Department's 2010 “Officer of the Year” by the International Footprint Association – Sequim Chapter 74.

UPDATE - SHOOTING INCIDENT
On December 23, 2011, at approximately 11:11 PM Port Angeles Police received a 9-1-1 call from a residence in the 600 Block of West 13 th Street. The caller reported people yelling and at least two series of multiple gunshots near a residence in the neighborhood.

Port Angeles Police Department logoThe incident, as reported to police, began when Micah D. West, age 29 and a resident of Port Angeles, was asked to leave a party at a residence in the neighborhood. West left the party but returned a short time later armed with multiple handguns. West allegedly attempted to re-enter the residence where the party was occurring. He was unsuccessful.

At that time West reportedly began shooting into the residence. None of the 12 people (adults and children) inside the residence were injured however a water line was broken and a stereo received damage. West also fired several bullets into a van that was parked near the residence. Additional bullets struck a fence in the neighborhood and a garage. Following the shooting West retreated into the wooded valley to the west of the party location.

Port Angeles police dispatched all available units to the shooting. This included both swing and graveyard shifts. Additional law enforcement assistance was provided by the Clallam County Sheriff's Office, the Elwha Tribal Police, a Sequim Police K-9 unit, agents from the US Border Patrol, and agents from the Office of Customs Air and Marine. A command post was established, and a perimeter was established that ultimately contained the suspect in the woods. PAPD negotiators were able to contact West by cell phone and initiate efforts to talk him into surrendering to the police. At approximately 1:41 AM West emerged from the woods and was taken into custody by officers.

Two handguns were recovered that police believe were used in the shooting. West was incarcerated at the Clallam County Correctional Facility on a charge of Assault 1. The Clallam County Prosecutor subsequently filed the following additional felony charges: Six counts of Felony Assault in the First Degree, two Felony Counts of Assault in the First Degree Against and Child, and two counts of malicious mischief. He remains in custody in the Clallam County Jail.

The approximately four hour operation (on December 23 rd and 24 th) to contain, locate, and apprehend West involved over 30 law enforcement officers, detectives, and federal agents. During the operation West was contained in a steep and heavily wooded area that offered him considerable cover and concealment. Officers were aided by the deployment of sophisticated heat sensing and night vision equipment provided by the US Border Patrol and Air Marine agents. This equipment allowed the officers to locate and monitor the suspect, and ultimately allowed them to safely take him into custody. PAPD Detectives and Officers spent numerous hours during the following day and during the following week processing both the crime scene and evidence, interviewing victims and witnesses, and preparing the case to it could be forwarded to the Clallam County Prosecutor.

PORT ANGELES POLICE DEPARTMENT and PORT TOWNSEND POLICE COMMAND STAFF ATTEND RURAL LAW ENFORCEMENT TECHNOLOGY INSTITUTE
Posted December 12, 2011 - The United States Department Office of Justice Program National Institute of Justice (NIJ) and the National Law Enforcement and Corrections Technology Center-Small, Rural Tribal & Border Regional Center (NLECTC-SRTBRC) held its twelfth Law Enforcement Technology Institute in Annapolis, MD on December 4-9, 2011.  

The Institute is designed for the command staff and supervisory personnel of rural and small law enforcement agencies containing less than 50 sworn officers.    Attendees learned about technology, initiatives and issues affecting the rural and small law enforcement community.  Participants received information and assistance on existing and developing technologies, worked with problems relating to technology implementation and exchanged technology lessons learned that are of importance to the rural and small law enforcement community.

Rural Law Enforcement Tech Institute

Port Angeles Police Deputy Chief Brian Smith and Port Townsend Police Sergeant Edgar Green participated with approximately 30 other officers on the informative and innovative event.   Some topics of discussion included the deployment of a public safety wireless mesh network, regional and interagency public safety dispatch, crime mapping, aviation technologies, social networking, firearms simulation technologies, trunked radio systems, digital video technologies and camera deployment, and various others.   

Deputy Chief of Police Brian Smith stated, “The most beneficial part of the Institute was the interaction with contemporaries.  I was exposed to a host of solutions to problems I did not know we had, and was able to put the technology efforts of the Port Angeles Police Department in context with the programs from a wide range of peers across the United States”.

BURGLARLY SUSPECTED
CONVICTED
On December 6, 2011, Paul Spoon, of Port Angeles, pled guilty to eight counts of burglary (residential burglary and seven counts of burglary in the second degree).

Spoon was sentenced to 36.75 months in state prison to be followed by 37.75 months in community custody. Spoon is responsible of a series of burglaries in Port Angeles during the summer of 2011. Sgt Jesse Winfield led the investigation that led to the arrest of Spoon and ending his burglary spree.

K-9 OFFICER JAG CAPTURES SUSPECT AFTER POLICE PURSUIT  

K-9 JagOn August 14, 2011, at 3:18 p.m., Port Angeles Police Officer Mike Johnson was westbound in the 1800 block of W 10 th Street when a maroon Ford Explorer drove through the intersection of South M Street and failed to stop at the stop sign, nearly striking Officer Johnson's police vehicle. Officer Johnson attempted to stop the vehicle. The driver failed to yield and proceeded southbound from 10 th and "L" Street. Officer Johnson recognized the driver as Clayton A. Folsom, age 24 from Port Angeles. Officer Johnson knew that probable cause existed for Folsom's arrest on the charge of Driving While License Suspended in the 1st Degree.

The vehicle made a series of turns onto various streets, driving at speeds up to 60 mph, and eventually lost control near a residence on the 1700 block of West 11 th Street. The vehicle crashed through and caused significant damage to a fence before stopping. Officer Johnson pursued Folsom on foot and lost sight of him in the backyard of the residence. Per normal procedures Officer Johnson then directed arriving officers to various locations for containment. Arriving officers also briefly detained the two passengers who remained in the Ford Explorer.

K-9 Jag was able obtain a scent at the driver's door of the Explorer and began his "track". K-9 Jag and Corporal Miller tracked the suspect to an area in the backyard of the same residence where he had crashed through the fence. K-9 Jag then led officers to the area below a deck and indicated that the suspect was underneath.

Officers and K-9 Jag were eventually able to get the suspect to crawl out from under the deck and Folsom was taken into custody. He was booked into jail on numerous charges and appeared in Clallam County Court on August 15, 2011. Per jail records, Folsom was rebooked into the Clallam County Jail on charges of Felony Eluding, Driving Suspended in the 1st Degree, two counts of Resisting Arrest, and the original charge of Driving Suspended in the 1st Degree. He was ordered held on $25,000.00 bond.

SENTENCING IN COUNTY TREASURER'S OFFICE EMBEZZLEMENT CASE
AUGUST 24, 2011 - Betts sentenced to 12 years in prison and ordered to pay $607,516 in restitution.

July 27, 2011 -
Cathy A. Betts, was found guilty by a jury of one count of Theft One with a Special Verdict, one count of Money Laundering with a Special Verdict, and 19 counts of Causing False Tax Returns to be Filed. The Special Verdicts are a result of the jury finding the theft and money laundering were Major Economic Offenses.

Port Angeles Police Department logoBetts, a former cashier at the Clallam County Treasurer's Office, had been appearing on her own recognizance throughout the court proceedings. However, after being found guilty of 21 felonies she was immediately taken into custody and booked into the Clallam County Jail on $100,000.00 bail. Her sentencing has been set for Wednesday, August 24, 2011, at 9:00 A.M.

The case began in May of 2009, when the Clallam County Treasurer reported a theft that had been committed by the cashier. A Port Angeles Police Detective responded, took the initial complaint and initiated what would be a two-year investigation. The investigation was a team effort between the Port Angeles Police Department, Clallam County Sheriff's Office, Washington State Auditor's Office, the Washington State Attorney General's Office and others.

The investigation revealed that a minimum of about $617,000.00 had been stolen from the Treasurer's Office by Betts between 2003 and 2009. The case was prosecuted by a Washington State Assistant Attorney General.

SEX OFFENDER SENTENCED
Posted July 14, 2011 - Aaron Eugene Arnold, age 20 of Port Angeles, was sentenced to serve 4 months in the Clallam County Jail on July 6, 2011, after he pled guilty to Failing to Register as a Sex Offender.

CASE HISTORY: On the evening of Monday, May 24, 2011, Officers of the Port Angeles Police Department, working in cooperation with the Washington State Department of Community Corrections, located and apprehended Aaron E. Arnold, age 20 of Port Angeles. Arnold was wanted for Failing to Register as a Sex Offender. 

Arnold was convicted of Child Rape 3 in Clallam County on July 2, 2010. Anyone convicted of such an offense is required to register his or her address with the Sheriff's Office. Arnold's case will be reviewed by the Clallam County Prosecutor.

There are currently 54 Sex Offenders registered at homes within the city of Port Angeles. On May 19, 2011 a Port Angeles Police Detective went to a residence to verify Arnold's registration. The investigation resulted in probable cause to arrest Arnold for Failure to Register as a Sex Offender.

WARRANT OF ARREST ISSUED FOR REGISTERED SEX OFFENDER


July 7, 2011 - An arrest warrant has been issued for Joseph W. Recoy by a Clallam County Superior Court Judge.

Background: Joseph W. Recoy, age 18, of Port Angeles is wanted by Port Angeles Police for investigation of Failure to Register as a Sex Offender. Recoy pled guilty to First Degree Child Molestation in 2006 and is required by State Law to accurately register his address with law enforcement. During an investigation on June 7, 2011 a Port Angeles Police Detective developed probable cause to believe that Recoy was no longer living at his registered address.

Police suggest that any person who observes Recoy should not approach Recoy directly. Police are requesting that any person who sees Recoy call 911 immediately and provide information to emergency dispatch.

Gary Michael Larson pled guilty to 2 counts of Child Rape 1 on July 6, 2011 , in Clallam County Superior Court. Larson is scheduled to be sentenced August 30, 2011.

Port Angeles Police Department logoGary Michael Larson, age 29 and of Sequim, was charged with two counts of Child Rape 1 and four counts of Child Molestation 1 on February 24, 2011 in Clallam County Superior Court.

The case began on February 10 with a report to Port Angeles Police Officer Lucas DeGand regarding incidents that occurred in Port Angeles between 2003 and 2009. Detective Kori Malone was assigned to complete the follow-up investigation, which she did with assistance from Detective Kevin Spencer.

On February 20, a cooperative operation between Port Angeles Police Detectives and officers from the Sequim Police Department resulted in the arrest and incarceration of Larson. The case was then reviewed by the Clallam County Prosecutor's Office and formal charges were filed on February 24.

The State of Washington's First Degree Child Rape and First Degree Child Molestation statutes protect children under the age of 12.

GUILTY PLEA IN CHILD RAPE CASE
Larry "Marshal" Worley pled guilty to 2 counts of Child Rape 2 and 1 count of Bail Jumping on July 6, 2011, in Clallam County Superior Court.  Worley is scheduled to be sentenced on August 24, 2011.

Case History:
Larry "Marshal" Worley, was arrested by Patrol Officers from Seattle Police Department's East Precinct and booked into the King County Jail on February 27, 2011. A warrant had been issued for the arrest of Worley after he failed to appear for a hearing in Clallam County Superior Court to face charges in a case involving 15 counts of Child Rape and Molestation.

The case began on August 28, 2009, when a family came to the Port Angeles Police Station and reported to Officer Mike Johnson that their minor daughter had been victimized repeatedly by an acquaintance of the family. After Officer Johnson completed an initial investigation, the case was accepted for further investigation by Port Angeles Police Department Detectives.

On September 4, 2009, Larry M. (Marshal) Worley, age 27 of Port Angeles, was arrested by Detective Jason Viada. "Because of the thorough initial investigation completed by Officer Johnson, detectives were able to promptly complete the follow-up investigation," Detective Viada.

Worley was charged by the Clallam County Prosecutor with a series of fifteen felony crimes that consist of five counts of child rape and ten counts of child molestation all pertaining to this one victim.

FUGITIVE APPREHENDED BY PORT ANGELES POLICE AND WASHINGTON STATE PATROL
William Sybertz, age 37 of Clallam County, was apprehended on the evening of June 29, 2011, in a wooded ravine south of Roosevelt School just east of Port Angeles.

K-9 JagSybertz, who was wanted for four local Domestic Violence and Driving Under the Influence warrants, fled on foot from a Washington State Patrol traffic stop. While fleeing, Sybertz went through the grounds of Roosevelt School where he told a school staff member that he had a gun.

The lone State Trooper observed Sybertz continue south toward the woods near the school and waited for back up. Back up arrived swiftly, and in force, as additional State Troopers, Port Angeles Police Officers and Detectives, Clallam County Sheriff's Deputies, Elwha Police Officers, and Border Patrol Agents arrived and contained a large area between Monroe Road and Del Guzzi Drive.

A search team of State Troopers and Port Angeles Police K-9 / Tactical Trackers followed Sybertz's trail into the woods and apprehended Sybertz where he was hiding in the ferns down in the ravine south of the school. Sybertz was booked into the Clallam County Jail for the warrants and several new charges.

TRAFFIC STOP LEADS TO PURSUIT AND K-9 CAPTURE OF WANTED SUBJECT
Kevin Samuel Pippin, age 25, of Port Angeles, was arrested for attempting to elude police officers. He was also booked on the three outstanding warrants for his arrest at the time of his capture. The warrants were for Reckless Driving, Obstructing Law Enforcement, and Complicity. Pippin was also on Escape status from the State Department of Corrections.

Port Angeles Police Department logoThe case began when Corporal Kevin Miller stopped Pippin in the 700 block of East Front Street in Port Angeles for failing to stop at a stop sign. Pippin fled in the vehicle after being stopped for only a short time. He attempted to elude pursuing police officers for a few minutes before abandoning the car and fleeing on foot. Corporal Miller initiated a track with his K-9 partner, Jag. Jag located Pippin hiding a short distance away. Pippin was not visible. He was given commands to come out and when he failed to comply, K-9 Jag entered the area he was hiding and contacted Pippin. Pippen was then taken into custody.

K-9 Jag suffered a minor injury while taking Pippin into custody. Pippin was treated for his injuries at the hospital prior to being booked into the Clallam County Jail.

Kevin Pippin is a convicted felon with a prior history of convictions for Possession of Stolen Property, Theft, Possession of a Stolen Vehicle, and Attempt to Elude a Police Vehicle.

Attempting to Elude a Police Vehicle is defined as:
Any driver of a motor vehicle who willfully fails or refuses to immediately bring his or her vehicle to a stop and who drives his or her vehicle in a reckless manner while attempting to elude a pursuing police vehicle, after being given a visual or audible signal to bring the vehicle to a stop, shall be guilty of a class C felony. The signal given by the police officer may be by hand, voice, emergency light, or siren. The officer giving such a signal shall be in uniform and the vehicle shall be equipped with lights and sirens.

POLICE INVESTIGATE TRANSIENT PRECIOUS METAL AND COIN BUYERS
Posted June 15, 2011 - The Port Angeles Police Department has stepped up its enforcement the Port Angeles Municipal Code (PAMC) and the Revised Code of Washington (RCW) relative to transient businesses who purchase precious metals and second-hand jewelry from temporary locations.  This was based  on complaints received, an overall desire to prevent persons from selling stolen property at these temporary locations, and changes to Washington State statutes that take effect on July 22, 2011.   

Currently, the State law (RCW 19.60.020) requires that every "pawnbroker" and "secondhand dealer" doing business in Washington state shall maintain records at the location where the business is conducted that include the name of the employee or ID number of the person making the transaction, the name, date of birth, sex, height, weight, race, address, telephone number of the seller, and the price paid.  Additionally, persons selling items to second-hand dealers must display at least one piece of government issued identification, and items purchased must remain in the jurisdiction for police inspection for at least 15 days. The City of Port Angeles also requires (under PAMC Chapter 5.44) businesses engaging in these transactions to have a business license. On June 14, 2011, Police received a complaint from a citizen that a company named Precious Gems and Metals of Wabash, Indiana (operating out of a local hotel) had purchased an item from them without requiring any identification.  A plain-clothes Port Angeles Police Officer subsequently made a similar transaction and also was not asked to produce any identification.   Based on these violations, Chief Terry Gallagher under his authority from the Port Angeles Municipal Code advised the representative of the company to terminate their second-hand buying operation.   This case, which has both violations of both the Port Angeles Municipal Code and the Revised Code of Washington, will be referred to the Port Angeles City Attorney for prosecution.   Investigation in this case continues.  Violations of the regulations are misdemeanors and knowing violators are subject to arrest.

After July 22, 2011, the Revised Code of Washington will essentially mirror the Port Angeles Municipal Code (with minor differences).   Some of the new requirements include a prohibition for sales to persons with theft convictions, both property and records to be available for police inspection for 30 days, and a business license is required for statewide.  For more information, please reference 2011 House Bill 1716.

The Port Angeles Police Department ask both buyers and sellers involved in second-hand precious metal and jewelry transactions to be aware of both the City and State requirements under the current regulations, as well as the changes statewide that will occur as of July 22, 2011.   Police will be auditing transactions, conducting inspections, and  in some cases, using plain-clothes officers to engage in transactions with these transient businesses.

PREVIOUSLY CONVICTED SEX AND ATTEMPTED KIDNAPPING OFFENDER CHARGED WITH ASSAULT OF A CHILD IN NEW CASE

Gary Lee Blanton II, age 27, of Port Angeles, was charged with Assault of a Child 2 on June 7, 2011 in Clallam County Superior Court.

The case began on May 20, 2011 , when Port Angeles Police Officers and a Detective responded to the Olympic Medical Center to investigate a report of possible child abuse. In the investigation that followed investigators interviewed medical professionals, reviewed medical records, served a search warrant at a local residence, and worked with Child Protective Services. The investigation resulted in probable cause to arrest Blanton for assaulting the victim, a 7 month old resident of Port Angeles. Blanton was located by Port Angeles Police and arrested during a traffic stop on June 3, 2011. Blanton was booked into the Clallam County Jail and stayed there while the Clallam County Prosecutor reviewed the case. Blanton was formally charged on June 7, 2011 and is now free on bail.

Blanton's criminal history includes felony convictions for Rape 3 and Attempted Kidnapping. Blanton is one of 55 Sex and/or Kidnapping Offenders that are registered as living at homes within the City Limits of Port Angeles. The addresses of such offenders are monitored by the Port Angeles Police Department.

GUILTY PLEA IN MANSLAUGHTER CASE
James P. Koch, age 51, of Port Angeles pled guilty to Manslaughter 2 nd degree on June 6, 2011 , in Clallam County Superior Court.  Koch had been previously convicted of Manslaughter 2 and Criminal Mistreatment 1, and was then sentenced to serve 41 months in State Prison. The case was then overturned on appeal because the appellate court determined that the jury should have been provided with an additional instruction before deliberating during the trial. The appellate court returned the case to Clallam County for further proceedings. This guilty plea is the final result of those proceedings and ultimately resolves the Manslaughter case.

The case began on October 11, 2007 when Port Angeles Police Officers and Firefighters responded to an elder abuse complaint at a home in the 800 block of West 10 th Street.   The victim, Lloyd O. Koch, then 86 years of age, was transported to the Olympic Medical Center where he later died of complications related to extended neglect that he had suffered in his home.   After the trial the jury found that James Koch had negligently caused the death of his father, Lloyd Koch.

PORT ANGELES POLICE DETECTIVE HONORED IN OFFICER OF THE YEAR CEREMONY
On May 9, 2011 - local, state, and federal law enforcement officers and local firefighters were recognized by the International Footprint Association (Sequim Chapter 74) at a ceremony and dinner at the Sequim Elks Club.

Officer of the Year - ViadaPort Angeles Police Department Detective Corporal Jason Viada was honored as the Port Angeles Police Department “Officer of the Year”.

His 2010 accomplishments included serving as the Acting Detective Unit Supervisor for the last third of the year where the team realized some significant accomplishments.

These included a major reduction in overtime expended by the Detective Unit, 29 suspects sentenced to 673 months of imprisonment, $88,000 in fines, court costs, or restitution ordered after conviction, and 160 new felony cases or received by the unit during 2010 with only 10 cases active or unresolved at year's end.

Detective Corporal Viada has been with the Port Angeles Police Department since 1994 and obtained his Master's Degree in Adult Education from Western Washington University in 2009.

He joins PAPD Officer John Nutter who was honored in 2010, PAPD Corporal Robert Ensor who was honored in 2009, and PAPD Officer Rik Scarpon who was honored by the Sequim Chapter of the International Footprint Association in 2008.

PREVIOUSLY CONVICTED SEX OFFENDER CHARGED WITH FAILING TO REGISTER

Posted April 15, 2011 - Phillip, C. Shelly, 50, charged with Failure to Register as a Sex Offender, a felony, on March 31, 2011 in Clallam County Superior Court.

The case began in July of 2010 when a Port Angeles Police Detective received information that indicated that Shelly, who had registered with the Sheriff's Office as a homeless sex offender, was actually living at a residence in a Port Angeles neighborhood.

The detective completed the investigation, which included an examination of Shelly's criminal history. Shelly was convicted in of Child Rape 1 in 1998. Shelly is a Level 2 Sex Offender, which means he is a moderate risk to re-offend.

The Clallam County Prosecutor reviewed the investigation and filed charges.

Washington State's Sex Offender Registration Law requires sex offenders to register their current address with the County Sheriff's Office within 72 hours.

"There are currently 55 sex and kidnapping offenders registered at addresses within the City of Port Angeles. The Port Angeles Police Department monitors the accuracy of those registrations by going to the homes and speaking with the sex offenders there."

GUILTY PLEA IN FEDERAL EXPLOSIVES CASE
Posted April 26, 2011 - Eric L. Possinger, age 28, of Port Angeles, pled guilty in United States Western District Court in Tacoma to Possession of an Improvised Explosive Device on April 6, 2011. The case began on October 14, 2010, when Port Angeles Police Officers responded to a report that Possinger had pointed a handgun equipped with a laser sight an another person during a domestic dispute.

During the investigation Officers found bomb making components in Possinger's truck at the scene. Further investigation by the Washington State Patrol (WSP) bomb squad revealed 10 Improvised Explosive Devices (6 complete and 4 ready to complete) in Possinger's Truck. The devices were found to have an "anti-personnel" design. Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) also responded and assisted with rendering the devices safe. A cooperative investigation was then completed by the ATF and a Port Angeles Police Detective.

INVESTIGATION - RASH OF COMMERCIAL BURGLARIES
UPDATE / APRIL 26, 2011 - BURGLARY ARREST
On April 25, at approximately 1:30 AM Officer Michael Johnson contacted and subsequently arrested Andrew W. White (21 yrs old and from Port Angeles) on the 100 block of East First Street. Based on the ongoing Port Angeles Police Department investigation of the string of commercial burglaries, Officer Johnson arrested and booked White into the Clallam County Jail on felony charges of second degree burglary.

This arrest was based on probable cause after investigators had identified White from video evidence taken at the time of a commercial burglary that occurred on April 6, 2011 on the 200 block of North Lincoln Street. Officers also served a search warrant for DNA evidence on White at the Clallam County Jail.

The Port Angeles Police Department is also investigating three new commercial burglaries that investigators believe occurred during the early morning hours of April 23, 2011. Property was damaged and power was cut off at all three businesses. In one instance cash was also taken. The locations of the burglaries were the 1900 block of East First Street, the 1200 block of East Front Street, and the 1100 block of South Eunice Street. The last reported commercial burglaries that fit this pattern occurred on April 9, 2011.

UPDATE / APRIL 11, 2011 - BURGLARY ARREST
On April 9, 2011, Officer Brian Stamon took a report of a burglary that had occurred in a downtown Port Angeles business. It is believed that the suspect gained entry to the building through an unlocked outer door. The suspect then entered a business and took U.S. currency.

During the investigation Officer Stamon learned that a video recording of the crime existed. Officer Stamon was able to obtain a photograph of the suspect from the video. That image was provided to other patrol officers.

At about 1600 hours Officer Sexton observed a subject in the 100 block of East Front Street. That subject matched the burglar's description. Officer Sexton and Corporal Robert Ensor made contact with the subject. The subject, Andrew W. White, age 21 of Port Angeles, was subsequently placed under arrest for burglary and theft. He was later booked into the Clallam County Jail.

The recent series of burglaries remains under investigation.

On the evening of April 5, 2011, three new burglaries occurred to local downtown businesses in the area of Front and Railroad Streets.  The burglaries occurred sometime after 8:00 p.m. 

The suspect attempted entry at one business and was able to gain entry to two others, stealing an undisclosed amount of cash.  Detectives are actively following up on leads.

Businesses are asked to be vigilant and report any suspicious persons, report any attempted break in, and/or report any unlawful attempt to cut power to the building by calling 911 immediately.

During the early morning hours of March 27, 2011, the Port Angeles Police Department responded to and began an investigation into what appears to be rash of commercial burglaries on the east side of Port Angeles.   Businesses in the 300 block of East 8th, the 500 block of East 8th, the 600 block of East 8th, and the 900 block of East 8th Street were the objects of attack by suspect (s) who forced entry and disabled (or attempted to disable) power to the respective business or building.   All the businesses in question suffered property damage, some also reported items taken as well.  In some cases the damage to the property was substantial.   Investigators believe that the string of burglaries began after 8:00 PM on March 26.    To date seven businesses have reported burglaries (or attempted burglaries) in this area of East 8 th Street.

300 MONTH SENTENCE IN CHILD RAPE CASE
Posted April 12, 2011 - Joel A. Wilson, 42, of Clinton, Washington was sentenced to serve 300 months in State Prison on April 12, 2011 in Clallam County Superior Court. Wilson will then be re-evaluated and a determination will then be made if Wilson is to be released or remain in prison.

Wilson was convicted in Clallam County Superior Court of 13 counts of Child Rape 1 by a unanimous jury on Thursday, February 17, 2011. The jury also unanimously agreed on a Special Verdict due to victimization that occurred over a prolonged period of time. The Washington State Child Rape 1 Statute protects children under 12 years of age.

The case began on June 30, 2009 when family members in Bellingham called Port Angeles Police and reported the incidents that had occurred during the years that the victim lived in Port Angeles. During the investigation a detective traveled to Bellingham and detectives also traveled to Island County where they located and apprehended the suspect. The detectives brought the suspect back to Port Angeles and booked him into the Clallam County Jail on August 2009.

The Clallam County Prosecutor charged and tried the case which resulted in convictions on all charges.

The investigation of crimes against persons, especially children, remains the highest priority for the Port Angeles Police Department Detective Unit.

SUSPECT SENTENCED IN SEXUAL ASSAULT CASE

Josh Torres, a.k.a. "J.T.," age 19, a homeless man from Modesto California, was sentenced to 17 months in State Prison to be followed by 36 months of probation on February 9th, 2011, in Clallam County Superior Court.

Torres pled guilty to Indecent Liberties on December 20, 2010.

The case began at approximately 3:40 p.m. on Friday, July 23, 2010, when Port Angeles Police Officers and Detectives responded to a report that a rape that had just occurred in an abandoned building in the 200 block of East Front Street. The victim, a juvenile female, was immediately taken to Olympic Medical Center.

Officers and Detectives interviewed witnesses. Approximately three hours after the incident was reported, Sergeant Barb McFall located and apprehended the suspect in the 200 block of South Peabody Street. A Detective completed further investigation and the suspect was later booked into the Clallam County Jail for Rape 2.

Torres is being held in custody on $250,000.00 bail. His arraignment is scheduled for Friday, July 30, at 1:00 p.m. in Clallam County Superior Court.

"Thanks to swift action by Sergeant McFall, the suspect was apprehended before he was able to flee back to California, which would have made the investigation of this incident more time consuming and costly", Detective Jason Viada.

September 25, 2009 - The Port Angeles Police Department has received several reports of suspicious child luring activity in the areas of Hamilton and Jefferson Elementary Schools , and Stevens Middle School . Several of the reports have included a description of an older, white male with gray hair. However, all reports are unsubstantiated with no suspects determined at this time.

The Port Angeles Police Department greatly appreciates the public's vigilance in maintaining a safe community for all, especially children. As always, parents should teach their children basic safety practices such as staying in a group, and should a child be approached inappropriately to yell out "NO", and run to the closest trusted adult.
