Engineering StaffThe Engineering Services Division of Public Works and Utilities provides engineering planning, design and construction managment services for the utilities (water, wastewater, stormwater, solid waste, and electric) along street system, and other City Departments.

City Engineer Steve SperrThis Division also provides inspection and permitting of work related to the public infrastructure, GIS mapping and database support, and traffic engineering services.

The Deputy Director of Engineering/City Engineer is responsible for planning and development of the City's utilities, streets, and public facilities in the most cost efficient way while protecting the public safety.


CITY ENGINEER RECEIVES PROFESSIONAL CERTIFICATION
Terri PartchJune 13, 2008 -Terri Partch is the City of Port Angeles' newest Registered Professional Engineer. The State of Washington has announced that Partch has completed all requirements associated with being designated a Registered Professional Engineer.

Requirements include graduation from an accredited university, four years of practical experience and passing a rigorous 16-hour examination on engineering theory and principals. She has been involved with many high profile City projects such as the National Award Winning Renovation of the Carnegie Museum, Landfill Slope Stabilization project and the $40 million Combined Sewer Overflow Elimination Project.

Partch graduated with Bachelor of Science Degree as an Architectural Engineer from University of Colorado-Boulder in 1990 and has been with the City of Port Angeles Public Works & Utilities Department since 2002.

Long Range Planning
Includes engineering support for maintenance and development of the City’s Capital Facilities Plan, Transportation Improvement Plan, and budgeting along with other long range infrastructure activities such as Elwha Dam Removal, Landfill Closure, and UGA development coordination.

Also includes coordination with Federal, State, County, and Local agencies in areas of potential impacts to our City.

Projects involving Engineering Project Engineering
Includes engineering planning, analysis and design of projects for the City’s Public Works Utilities (Light, Water, Wastewater, Solid Waste, & Stormwater), Street Division, and other City Departments. Also includes grant and loan application/administration for project funding.


Project Management
Includes management of staff, consultants, and contractors in project engineering activities. Also includes construction management activities.

Permitting and Inspections
Record Keeping includes research and maintenance of records.Includes review and issuance of permits for construction within the right of way, waste disposal permits, and clearing and grading.

Also includes review of development proposals, building permits, and other planning permits for public works related requirements. Also includes inspections of developments for for compliance with Public Works standards and requirements.

Engineering Inspection Phone Line
Beginning October 31, 2008 you can call 360-417-4831 to request a Public Works Engineering Inspection. Please call no later than noon of the previous business day to schedule an on-site inspection of permitted engineering work.

Please do not use this number for building or electrical permit inspections.


Record Keeping
Includes research and maintenance of Public Works records along with property and easement records for development and other activities. Provides support for City Attorney and City Real Estate Committee.

Computer Mouse GIS Support
Includes data entry and maintenance of City’s GIS system. Oversee City’s mapping activities and compile GIS and other mapping for use by internal and external customers.

GIS mapping include all utilities, streets, planimetrics, topography, orthophotos, zoning, and other layers. GIS databases include information regarding real estate, addresses, utilities, streets, traffic, and other data.


Traffic Safety
Includes engineering and data collection/review related to traffic safety. Traffic accident and volume data are collected and maintained for use in analysis of traffic improvement needs and development requirements. Also includes coordination with Clallam Transit and Port Angeles School District.
